Here are all the possible rankings that users can have on this forum. You are "promoted" once you reach a certain number of posts. I'm not revealing those numbers, though.
CTU Errands Runner (1 Yellow Star) CTU Protocol Manager (2 Yellow Stars) CTU Intelligence Analyst (3 Yellow Stars) CTU Tactical Agent (4 Yellow Stars) CTU Field Operations Agent (5 Yellow Stars) CTU Head of Tactical (6 Red Stars) CTU Head of Field Ops (7 Red Stars) CTU Special Agent in Charge (8 Red Stars) District Director (9 Red Stars) Director of Division (10 Red Stars) Head of Secret Service (1 Blue Star) Deputy Director of Homeland Security (2 Blue Stars) Deputy Director of NSA (3 Blue Stars) Senior Military Advisor (4 Blue Stars) Chairman of the Joint Chiefs (5 Blue Stars)
Basically, the ranks are broken into groups of five, arranged in accorance to star color. Red is better than yellow, and blue is better than red, regardless of the amount of stars. "Chairman of the Joint Chiefs" is the highest rank a user can achieve...unless, of course, said user becomes one of the following (which are not associated with post number, but rather, good conduct or something):
Presidential Advisor (6 White Stars) Secretary of Defense (7 White Stars) Chief of Staff (8 White Stars) Vice President (9 White Stars) President (10 White Stars)

Yes, those are the 5 "Special Groups"
Secretary of Defense and Presidential advisor receive special privileges, but are NOT members of the staff. You can become a memeber of one of these groups by being active and having good conduct; you are given this rank by the staff.
Chief of Staff, Vice President, and President are members of the staff and moderate the boards. Currently, no new staff members are needed, but if they ever are, a new member of the staff will be voted in by the current staff.
